Waters was murdered at approximately 09:55 pm on the evening of February 26, 2001. He was sitting outside his sister's apartment when two masked men approached him from behind the building. One of the suspects was armed with a handgun. The suspects stole Waters wallet and a large amount of cash from a tax return. During the struggle Waters was shot and killed. Both suspects are black males believed to be in their late teens to mid twenties. Suspect #1 is described as being 5'10' tall with a stocky build. Suspect #2 is approximately 5'10 tall with a thin build. On the evening of July 10th, the victim left her apartment near Sligh Avenue and Rowlett Park Drive for unknown reasons and never returned. The next morning, her partially clothed body was discovered by a jogger in the Town n' Country area of Hillsborough County. The victim died as a result of gunshot wounds. The victim's car was recovered the following day parked/abandoned on a residential street in Tampa near Manhattan Avenue and I-275. The victim's purse was located by the side of a road in Clearwater.
