The cause of this crash can be attributed to at least one known fact. Ms. Tanner was struck by an unknown vehicle, believed to be a motorcycle, and being driven by an unknown person. Multiple videos were collected from businesses that showed two motorcycles traveling through the area during the time of the crash. Video obtained from Beachbreak by the Sea corroborates the witnesses' account of the two motorcycles passing a Mustang in the area of Hills Road just prior to the crash. Video collected from the sunrise Condos, just east of the crash site, shows two motorcycles eastbound at the time of the crash. Investigators with the Traffic Homicide Unit and the Criminal Investigations Division also followed up on multiple leads and tips. This resulted in several interviews and photos of different motorcycles being obtained. None of the leads or tips were instrumental in identifying and locating a suspect in this case. On Friday, April 22, 1983, the body of Hazel Williams was discovered in her apartment in the 800 block of Virginia Beach Blvd. Investigators determined the victim had last been seen alive earlier that same day walking on 17th Street and 18th Street. Ms. Williams’ body was transported to the State Medical Examiner’s Office for autopsy. Her death was the result of blunt force trauma and the manner to be homicide. Hazel Williams was a 55 year old black female who was 5’ 3’’ tall weighing 155 pounds with shoulder length black hair. She lived alone.

On October 15, 1975 unidentified human remains were found on 180th Avenue, a quarter mile south of Griffin Road. The victim was a white male with dark brown hair. He was about 5'7" and weighed between 140 and 180 pounds. He was estimated to be between 25-40 years old. The remains were skeletal and lacked clothing or jewelry. Investigators believe he may have been killed elsewhere one to three months before the body was discovered. He was missing a molar on the right side in his lower jaw and another on the upper left.
