Cold Case Spotlight

Teryl lynn Steele Orcutt was 26-years-old when her 1989 red Ford Thunderbird car was found abandoned on the side of County Road 218 in Middleburg, Florida on the morning of January 21, 1990. The car (pictured below) was discovered, still running, parked on the side of the road. Teryl’s purse containing cash and credit cards were found inside the car near a spilled soft drink. Her prescription glasses were found about 50 feet from her car. Teryl had left her boyfriend’s Jacksonville house around 5:00am and was heading to the Middleburg home she shared with her mother. Seven days later the partially clothed body of Teryl Orcutt was discovered by two young boys off Lee Drive, near Black Creek, about 4-5 miles from where her car had been found. Teryl had been stabbed multiple times in the chest and, according to detectives, was found wearing only underwear, socks and shoes. Because of the decomposition to her body it is unknown if she was sexually assaulted. Teryl would have turned 54 on the 19th of this month. Her case has been unsolved for more than 27 years. In 1997 Teryl’s mother lost her battle with cancer and died never knowing who killed her daughter. When asked on her deathbed what she would say to the person responsible for killing her daughter she responded, “Only thing I want to know from that person is why? I don’t want to know what you did, how you did it, or anything. I want to know why her?” Teryl’s sisters continue to seek that answer and justice. They publicize her case whenever possible and have created a Facebook page dedicated to finding Justice for Teryl Lynn Steele Orcutt. Investigators have publicly cleared Teryl’s boyfriend and ex-husband as suspects. She had no known enemies and by all accounts was a caring, well-liked, woman that had never been in any kind of trouble. Due to the position of Teryl’s car on the side of the road and a nearby witness that claimed she was awoken by woman screaming “I didn’t do anything. I didn’t do anything.”; there were rumors and speculation that a law enforcement officer may have pulled Teryl over and been responsible for her abduction and murder. The Clay County Sheriff’s Office accounted for and verified the whereabouts of all its officers on the day in question. However, they have acknowledged that someone impersonating an officer may have been involved. Detectives have asked for anyone that encountered a person posing as a police officer in late 1989 to early 1990 in Northeast Florida to please contact the investigators to report the circumstances. Cold Case Spotlight

Seveland Cooley’s lifeless body was found on the Riviera Beach Elementary School playground on August 12, 1988 by a school janitor. Seveland, 28, had been shot multiple times and according to an April 1994 article published by The Palm Beach Post, two men were suspected of the shooting. Detectives have never released any suspect information in the case and no arrests have ever been made. Seveland’s family has fought for years to find answers and justice. They have overcome great obstacles along the way. It was almost 5 years after Seveland’s murder that tragedy struck the Cooley family again. On June 3, 1993, Felicia Cooley, Seveland’s sister, was stabbed to death in her own apartment. 10 months later police arrested the man responsible. He was convicted of first degree murder and sentenced to life in prison. Now, more than 28 years after he was shot outside an elementary school in Riviera Beach, Florida, Seveland’s family is hoping someone will come forward and that justice will be served. Cold Case Homicide Investigation Ends

On Sunday, March 23, 1980, 18-year-old Carol Ann Barrett was visiting Daytona Beach while on Spring Break from Zanesville, Ohio with a group of high school friends. At approximately 2:00 a.m., Carol was abducted by an unknown assailant from the Treasure Island Motel, in Daytona Beach Shores. After interviewing Carol’s friends that had been in the room at the time of the kidnapping, a police sketch of the suspect was completed.

On Monday, March 24, 1980, Carol’s lifeless body was discovered by a passerby in a ditch line along I-95 near Pecan Park Road in Jacksonville, Florida. Following an autopsy, Carol’s death was ruled a Homicide. Tragically, the case went “cold” after years of work by detectives with the Jacksonville Sheriff’s Office along with the original jurisdiction.

In August of 2017, Carol’s case was revisited and ultimately re-opened by members of the JSO’s Cold Case Unit after reviewing all available evidence.

In 2020, a person of interest that had been formulated, Billy Mansfield, Jr. (White Male, 65), was ultimately identified as the suspect in Carol Barrett’s murder. Mansfield would have been 24 at the time of Carol’s Murder.

In September of 2022, after multiple interviews spanning two years, Billy Mansfield advised that he was in fact the suspect in the police sketch completed following the abduction. He went on to confess to the abduction from the Daytona Beach Shores hotel, as well as to her murder shortly thereafter.

Throughout the course of the follow-up investigation, the State Attorney's Office in the 4th Judicial Circuit was consulted with. Following the more than quarter-century investigation into Carol’s murder, it has been determined the SAO would not seek prosecution as Billy Mansfield will remain in prison in California on one life sentence for Murder, as well as four concurrent life sentences in Florida for Murder in separate cases.

Billy Mansfield continues to cooperate with detectives in other jurisdictions regarding additional Cold Cases.
